For your accessibility website, I’d write it like this:
Accessible toilet – Short Street Car Park: The accessible toilet is located at 1 Short Street, Port Macquarie, at the entrance to the Plaza Car Park. It is wheelchair accessible with a step-free entrance and accessible facilities. The toilet block also includes a Changing Places facility with an adult change table and hoist, which requires an MLAK key.
Opening hours: The public toilet is listed as open 24 hours daily. However, the Changing Places/MLAK-access area requires an MLAK key.
